US "Critical Languages" Strategy and China's National Security Language Strategy

摘要 9.11事件深深刺痛了美国非传统安全这根神经,语言问题被上升为国家安全问题。作为对9.11事件的深刻反省,2006年美国提出了旨在维护国家安全的"关键语言"战略。这实际上是关于美国国家安全的语言战略,由美国教育部、国防部、国务院以及情报主任办公室负责实施。美国的"关键语言"战略有具体的战略目标和具体的实施方案。这一战略实施4年来,美国培训了大量关键语言的外语人才。美国的"关键语言"战略一方面对我国的国家安全带来潜在的威胁和挑战,另一方面,我们可以从中得到一些重要启示,有助于建立我国国家安全语言战略。 The 9. 11 Attacks hurt the US nerve of non-traditional security and language problems turned into national security problems. With a deep self-examination, US proposed the ＂Critical Lan- guages＂ Strategy in 2006 for ensuring its national security, which was to be carried out by United States Department of Education, United States Department of Defense, United States Department of State and ODNI. This strategy has its concrete strategic goals and practical plans and in the four years of its implementation, it has trained a large number of critical-language talents. However, we should be aware that this strategy will bring some potential threats and challenges to our national security on the one hand but it can shed light on China＇s language strategy for our national security on the other hand.
