基于土地成本和居住品质的保障住房选址研究——以江苏省南京市为例 被引量:47

摘要 保障性住房建设中选址是一个重要问题,合理的选址决策不仅事关居住者的生活、工作便利,还关系到保障性住房体系的健康发展。本文从保障性住房的概念、内涵与发展进程入手,概括了保障性住房的选址原则,并提出了"土地位置与土地价格的均衡最优"、"轨道交通邻近优先"、"公共配套设施优先"、"产业用地适度结合"、"居住人群多层次混合"等选址策略,最后以江苏省南京市保障性住房选址建设的实际操作为例进行了分析。 The indemnificatory housing is an important part of the basic social security and a main way to meet the demands of low-income group for dwelling. It plays a key role in the social stability. The site selection is one of the focuses in the indemnificatory housing research. The reasonable decision in site selection relates not only to the living convenience of residents but also to the healthy development of indemnificatory housing system. Starting with the concept, connotation and development process of indemnificatory housing this paper summarizes the selection principles of indemnificatory housing and proposes selection strategies such as the optimal balance between land location and land price, rail transit priority, public facilities priority, multi-level mixed housing. Finally, a case in Nanjing is analyzed as an example.
