摘要
大学生"村官"制度不仅对新农村建设有重要的作用,也是我国培养新型干部的重要途径,但在实施过程中,出现了不容忽视的制度设计层面的问题,如制度设计缺乏人性假设这一理论基础,缺乏公平原则,缺乏法律制度作为保证,缺乏稳定性。建议加强制度化法律化建设,完善配套政策措施以增强制度的稳定性,改革高等教育以增强制度的针对性,完善农村引入大学生制度以增强制度的适应性。
The system, college graduates working as＂village officials＂, is not only important to the construction of new villages, but also a significant approach to train officials of new type in our coungry. However, in practice, there are some problems in system designing level, which can not be neglected. For example, the designing lacks theoretical foundation of humanistic hypothesis, the principle of justice, the law as guarantee, and stability. It is suggested that we should strengthen systematic and legal construction, perfect related policies and facilities to make system more stable, reform senior education to make the system have clearer aim, perfect the system of introducing college graduates into vilages to make the system more suitable.
