摘要
统一技术权制度是俄罗斯在民法典框架内实现知识产权立法法典化的创举,统一技术权制度的目的在于加快依靠公共预算或者有公共预算参与完成的科技成果的推广和应用,推动俄罗斯原料经济向创新经济的转型。通过相关权利与义务的配置,在实现国家、履行人、投资者、其他权利持有人之间利益平衡的同时,着力激励组织完成统一技术的人尽快将该技术应用于实践。
Unified technology rights system is pioneering undertaking of Russia in realizing codification of intellectual property rights legislation within civil code frame. The purpose technology rights system lies in accelerating the technological achievements completed depending complete of unified popularization and application of the scientific and on common budget or involving the participation of common budget, so as to push forward the transformation from raw material economy to innovative e- conomy. By relevant allocation complish the unified technology of rights and obligations, the people who make effort to organize to acare encouraged to apply that technology to practice as soon as possible, while balancing benefits among the country, fulfilling person, investor, and right oossessor.
