摘要
人事档案是机关、社会组织在合理使用人才,知人善用的过程中形成的文件材料转化来的,是组织上使用人和了解人的重要依据。目前,我国人事档案管理工作存在着人事档案内容缺乏实用性和真实性、人事档案管理投入偏低、人事档案信息资源利用率偏低和在人事档案管理认识上有偏差等突出问题。我们只有充分改进人事档案管理工作,实现人事档案管理工作的社会化和现代化,才能充分发挥人事档案管理工作的实效。
Personnel file in this context refer to those translated from the documentation formed in a public institution or a social organization in the process of getting the right staff and putting them in right positions, serving as an important basis on which one organization uses and judges its staff and employees. Several outstanding issues need to be solved in the current practice of personnel file and archive management in China , e.g. the content of files lacking usefulness and reliability; insufficient input ; inefficient use of the information resources available; low awareness of file management. Comprehensive improvements in the management and control, as well as the development of a modern, large and integrated network in the country will bring the role of the personnel file and archive management into full play and provide substantial benefit.
