摘要
2004年4月20日下午3:30,新加坡地铁环线C824标段的一段明挖区间隧道发生严重的坍塌事故[1],事故发生后对事故原因的调查工作随即展开。通过为期一年的全面深入调查,最终形成了各方认可的一致意见和权威的调查分析报告。调查分析报告表明:基于地下连续墙的变形实测数据进行的反演分析,简单地采取了折减参数拟合曲线的方法,没有对折减后的参数寻求物理意义和力学解释,未对整个围护体系的总体安全性进行评估等,存在诸多的技术瑕疵;施工监测,尤其是支撑轴力的监测也存在诸多问题,如使用有缺陷的支撑轴力应变计,应变计的数量也不符合要求,应变与应力间的换算系数也有错误。调查专家组也把反分析存在技术瑕疵和施工监测不力作为失事的原因。在文献[1,2]的基础上,文章重点介绍了工程实施过程中反分析和施工监测的总体情况、存在的问题以及产生的后果等。
The causation investigation was carried out immediately after Singapore MRT circle line C824 Nicoll highway collapse occurred at approximately 3:30pro 20th April 2004. A comprehensive and intensive investigation report was provided by expert panel after one year investigation. The said report revealed that a number of technical flaws were amid the back analysis which was conducted with trial-error method with D/Wall deflection readings, these flaws include that no proper interpretation was provided for the discounted parameters in back analysis, and no safety assessment based on back analysis results was carried out for the whole retaining system. Many technically breaehing issues were found in instrumentation as well especially in strut force monitoring, such as malfunctioned strain gauges were used, quantity of strain gauges was insufficient and wrong coefficient was adopted in the strain - stress formula, etc. Based on above mentioned reasons, technically breaching back analysis and insufficient instrumentation was treated as causation of big collapse. On the basis of papers , the general situation, major technically breaching issues and relevant consequences of back analysis and instrumentation are addressed in this paper.
