摘要
东北老工业基地是以国有大型企业为核心,众多中小企业和相关机构组成的地理集聚体。这种特点决定了其产业集群是以核心企业为主体,通过集群合作伙伴的选择来组建产业集群。集群伙伴合作能力的评价是组建集群的关键。由于集群合作伙伴选择的评价是多目标、多属性评价,而且评价指标间的信息相互重叠,因此提出了基于主成分投影法的集群伙伴合作能力评价选择,分析了集群合作伙伴选择原则,构建了评价指标体系,建立了基于主成分投影法的集群伙伴合作能力评价模型,并结合算例加以应用。
The large state-owned enterprises are the core enterprises, and many small and medium enterprises and organizations are of the geographic concentration in the northeastern old industrial base.The core enterprises are the main body of the industrial clusters, which is determined by characteristics of the northeastern old industrial base.The core enterprises form the industrial clusters by way of selecting clusters partners.It is very important for the core enterprises to evaluate cooperation potential ability of clusters partners.The paper proposes the evaluation and selection of clusters partners based on the principal component projection method because the evaluation and selection of clusters partners is both multi-objective and multi-attribute, the information is overlapping between the evaluation indices.The paper analyzes the principles of selections, then establishes index system and model for evaluation and selection of clusters partners, and employs the evaluation model to select clusters partners.The evaluation model provides a basic method of selecting clusters partners to form industrial clusters in the northeast old industrial base.
