摘要
日新月异的互联网和突飞猛进的网络技术为政府营建了全新而高效的运作空间,也为政府迎接网络时代的挑战创造了实现革新的可能。选取组织变革、职能重塑与质态设计三个视点,探究网络环境下如何实现政府体系中组织结构、职能定位与政府质态的再造,以促进政府公共服务效能的提升,从而增进和改善政府的合法性与权威性,具有积极的实践导向性和理论创新性。
The network is becoming an important promoting strength of social reform, and bringing about an irmovation to the government administration. This essay studied how to redesign the government system under the network envimranent, from three perspectives： organizational reform, functional transition and characteristic design. It＇ s of great significance to improve the efficiency of government＇ s public service, and strengthen the government＇s legitimacy and authoritative in reality space.
