摘要
进入21世纪,PCT制度、PLT制度等国际化专利制度迅速发展,倘若未来若干国际化制度新方案实现,专利制度国际化程度进一步提高,对各国专利国际竞争力将产生更深刻影响。专利国际竞争力是指一个国家取得、利用专利垄断的能力和对抗他国专利垄断的能力。评价专利国际竞争力受到的影响,可以从授权竞争能力、垄断竞争能力和基本竞争能力等三个方面构建指标体系,然后采用模糊评价法进行评价。
Since the 1970s,the international patent system such as PCT system and PLT system rapidly expands.If the new plans of international system realize in the future,the internationalization of patent system will be further enhanced,which will have a more profound influence to the International Patent Competitiveness（IPC）.The IPC is refers to a country＇ ability to obtain,make use of the patent monopoly and to resist other country＇ patent monopoly.The effect on the IPC could be evaluated with three aspects of indexes： the patent-authorization competitive ability,the monopoly competitive ability and the basic competitive ability.The index weight can be determined by AHP,with fuzzy evaluation method to evaluate.
