摘要
当代中国行政伦理建设是中国社会建设的一个重要组成部分,其健康、有序的展开需要从宏观层面思考三个大的问题:一是,"古今问题",即历史纵向展开的文化背景。传统文化因其延续性、丰厚性、民族性特征而成为当代中国行政伦理建设的内源性支援背景。二是,"中西问题",即现实横向铺陈的外部环境。当代中国行政伦理建设正处于世界一体化、全球化与民族文化交融的历史进程之中,正视这种外源性支援背景带来的机遇与挑战是我们理性选择的现实逻辑。三是,"当下与未来"问题,即历史纵向与现实横向交叉点的时空境遇。在传统、现代与后现代三重叠加之境遇下,要实现中国社会几千年"德治"的"古老理想"、超越西方社会"法治化"的"现代手段","直面后现代"将是当代中国行政伦理建设不得不思考的又一个问题。
The construction of administrative ethics in contemporary China constitutes an important part of China＇ s social construction. To develop in a healthy and orderly manner, three major issues should be considered from the macro level： Firstly, ＂ancient and modem issues＂, that is, the traditional cultural background. Due to its continuity, richness and ethnicity, the traditional culture provides a supportive background for such a construction. Secondly, ＂Chinese-Western issues＂, that is, the external environment in our real life. Since the construction occurs in the process of world integration, glohalization and national culture merging, our rational choice is to confront its opportunities and challenges. Thirdly, ＂present and future issues＂, namely, the cross-point of history and reality. In the triple-stack situation of traditional, modem and post-modem, ＂facing the post-modem＂ will have to be considered, to achieve the ancient ideal of moral ruling and to surpass the modem means in the Western law ruling.
