摘要
改革开放以后,小型水利工程存在产权不明晰,操作困难等问题,本文通过调查全国已进行的小型水利工程管理体制改革的地区,特别调查了浙江省余杭区小型水利工程状况及其管理问题,分析了管理中存在的问题,提出在产权制度改革、管理机制改革和投资渠道改革等方面的建议.结果表明,这些建议经相关部门采纳后,取得了一定成效.
It seems that the property right of small water conservancy projects is difficult to distinguish due to the institutional reform. The typical issues in management system of small water conservancy projects are summarized and analyzed in the paper on the basis of the investigation of national wide cases under institutional reform, especially in Yuhang District, Zhejiang. Some suggestions are put forward on the system reform of property fights, including management system and investment channel, which is applicative for further experiment.
