摘要
根据目前高危人群的犯罪形势,加强公安机关对高危人群的识别和控管势在必行。国内对高危人群犯罪的研究工作在部分基层公安机关曾有初步尝试,然而缺乏必要的理论和系统的实证研究。综合专家的论述,影响社会治安的高危人群,一是有犯罪倾向的青少年;二是外来人口中的"三无人员";三是具有再犯风险的归正人员;四是涉黄、涉赌、涉毒人员;五是具有不良倾向的无业人员和失地农民。应做好高危人群的管控工作,建立健全、科学的高危人群管理机制非常重要。要抓好公安基层的基础工作,其中流动人口的管理应列为工作重点。
Considering the high risk of crime nowadays, it is imperative for the public security organizations to strengthen the identification and control to high risk groups. Though a first attempt has been made domestically to study on high risk groups in some grass-roots public security organizations, it still lacks the necessary theoretical and empirical research system. Experts believe that： The high risk groups which affect the social order includes five groups, namely , young people with criminal tendencies; foreign population as the ＂three-no persons＂; involved in pornography, gambling and drug trafficking persons; unemployed people and landless farmers. Good management of high-risk groups and the establishment of a scientific management system are very important. Meanwhile, the management of basic public security should be taken seriously, and floating population should be a priority.
