摘要
武警总医院医务部计算机管理中心设计了灾害医疗救援智能决策系统，由数据库系统、灾害分析模型系统和智能决策系统三三部分组成。数据库系统由地理信息，人文信息，疾病信息，灾害信息和各种灾害医疗救援信息组成；灾害分析模型系统分为事故灾害模拟救援模型、自然灾害模拟救援模型、公共卫生事件模拟救援模型和社会安全事件模拟救援模型四大类；智能决策系统根据灾害的危害程度和可利用的救援资源，辅助领导制订出最佳应急救援对策。整个系统的关键技术在于两点：数据集成和功能集成。主要功能是建立灾害医疗救援信息库、建立灾害模拟模型，根据相应的灾害模型分析，形成医疗救援预案。
The Computer Management Center, Department of Medical Affairs, General Hospital of Chinese People＇ s Alined Police Forces has designed an intelligent decision-making system for disaster medical relief that is composed of 3 parts： database system, disaster analysis model system, and intellegent decision-making system. The database system consists of geographic information, disease information, disaster information, and disaster relief information of different kinds. The disaster analysis model system can be divided into 4 kinds： accident disaster simulation rescue model, natural disaster simulation rescue model, public health event simulation rescue model, and social safety event simulation rescue model. The intelligent deision-making system is used to help the leaders concened to develop the best emergency preplan for rescue based on the extents of the harm of disaster and available rescue resources. The key techniquess of this system lie in 2 poiunts： data integration and function integration. The main functions of this system include establishment of disaster medical rescue database and disaster simulation models, and development of medical rescue preplans based on the disaster model analysis.
