摘要
目前我国经济由"单极突进"发展为"多轮驱动",辽宁经济需要在"多轮驱动"中闯出新路。辽宁县域经济发展的制约因素包括制度瓶颈、"东北现象"、经济总量较小、工业中龙头企业较少、经济增长方式落后、资金不足等。在辽宁县域经济科学发展过程中,体制改革和制度创新是关键,解决好"为谁发展"、"怎样发展"、"发展什么"3个基本问题是根本。辽宁县域经济的发展要关注民生问题、社会公平问题,要进行要素整合协调发展并培育龙头企业,还要结合"五点一线"区域经济的增长极模式,注意处理好制度创新与经济增长的关系。
At present, the economy of China evolves to ＂multi-wheel-drive＂ from ＂single-breakthrough＂, in which the economy of Liaoning needs to make a new way. The restricting factors of the development of Liaoning county economies include institutional bottleneck, ＂Northeast Phenomenon＂, small economic scale, few industrial leading enterprises, laggard economic growth mode, and financing shortage, etc. In the process of the scientific development of county economies, system reform and institutional innovation are the keys, and solving the three fundamental issues so-called ＂develop for whom ＂, ＂how to develop＂, and ＂what to develop＂ properly are the roots. The development of Liaoning county economies should place emphasis on issues of people livelihood and social justice, integrate factors for coordinated development as well as cultivate leading enterprises, and emphasize the relationship between institutional innovation and economic growth combined with the regional economic growth pole mode of ＂five points and one belt＂.
