论生态化环境管理模式的主体生成策略 被引量:3

摘要 原有环境管理模式存在3个方面的主体缺失,即在管理上"见物不见人"、主体范围过于狭窄、片面的自然观。由此出发,提出一种新型环境管理模式——生态化环境管理模式,其基本理念是可持续发展,在价值取向上强调以人为本、整体协调。进而从制定主体民主参与的制度规范、提升公民的环境意识、加强科学技术教育3个方面探讨适应这种环境管理模式的主体生成策略。 There are three lacks of subject in traditional environmental management mode,namely,"seeing things but not people" in management,too narrow range of subject,and one-sided natural viewpoint.Based on it,a new kind of environmental management mode is proposed,namely,the ecological environmental management mode,whose basic philosophy is sustainable development,and whose value orientation is people-oriented and overall-coordinated.The subject producing strategies suitable for this kind of environmental management mode are discussed from three aspects,namely,to constitute regulations and criterions for democratically participation of subject,to promote environmental consciousness of citizens,and to strengthen scientific and technological education.
