摘要
当前水生生物资源严重衰退,水域生态环境不断恶化。科学的增殖放流是恢复渔业资源,改善水域生态环境的重要举措,可以产生良好的生态、经济和社会效益。然而并不是进行增殖放流就能成功的实现预期效益,必须对一些容易被忽略的问题加以关注。需要严格把关放流物种和规模,保障生态效益;认真计算成本和合理调控市场价格,保证经济效益;整体协调社会发展,获得社会效益。必须要建立健全与增殖放流相配套的宣传、科研、管理和制度建设等工作,以期最终保证增殖放流取得预期效益。
As current aquatic organism resources receded severely, aquatic ecology environment has been deteriorated continually. Stock enhancement program is an essential measure to restore fisheries resources and improve the aquatic ecological environment. It can provide ecological, economic and social benefits. However, not all the stock enhancement program could achieve good results. In order to get benefits, we have to pay attention to the problems that may be overlooked easily. It is necessary to control the species and size of releasing strictly to ensure ecological benefits, calculate the costs seriously and regulate the market price reasonably to ensure economic benefits, keep integrated and harmonized social development to get social benefits. We have to establish and improve works of propaganda, scientific research, and management system to match with the stock enhancement in order to ensure obtaining the expected benefits.
