摘要
医疗服务领域的制度公正是医疗体制改革所遵循的价值维度,然而政府规制偏好与政府权力运作的有效性会影响医疗公正的实质与运行。公共医疗服务领域中民间资本的引入对于打破公立医院的垄断实现医疗公正的作用日益凸显,这需要建立激励医疗供方公益行为的体制安排,建立介于政府控制与自由市场竞争之间的准市场机制,建立基于规则公平和程序透明的监管体系,实现医疗服务的价值回归。
Institutional justice in medical service is the value dimension of the medical system reform in China. And its purpose is to maximize the public interest. However,government regulation optimal preferences and efficiency of government power affect the essence and operation of medical justice. The introduction of private capital in public medical service plays an important role in breaking the monopoly of public hospitals and realizing medical justice. That is the reason to have institutional ar rangements to motivate public welfare behavior of medical service providers, establish a quasi - market system between government control and free market, and build a regulatory system based on rule fairness and transparency procedure. Then we can achieve the value convergence of medical service.
