摘要
21世纪的中国是一个不可逆转的老龄社会,这是我国的一个重要基本国情。目前,中国的养老服务问题已经日益突出,急需从制度上加以安排。文章将"居家养老服务"界定为面向居住在家里的生活不能完全自理的老年人提供长期照料服务的一种服务模式,并且提出了居家养老服务体系的基本框架。
It is an fundamental reality that China will maitain an ageing society during the 21 st century. The problem of the social services for the elderly had become more and more serious and needed to be speed up the counstruction of service systme. This paper defines ＂social service for the home - dwelling elderly＂ as the long - term care service for dependent - living old people who lived at their homes or instituions based in communities. Futher more, It devloped a basic frame of care service system for the home - dwelling elderly in urban China.
