摘要
生产力的发展，取决于生产要素的进步和现代化。人是生产力中最活跃的因素，人类社会发展的历史证明，没有人的全面发展，不可能有现代化的实现。我国社会主义市场经济体制的建立和未来知识经济的到来，需要有高素质的人才做支撑。为了改变目前我国“人口多、高素质人才缺乏”的人力资源状况，探索一条符合中国国情的开发人力资源的途径，成为中国未来几十年经济发展的当务之急。
Abstract The
development of productive forces depends on the progress and modernization of the factors of
production. Man is the most active factor in productive forces. The history of social development
proves that it is impossible to realize modernization without man's overall development. The
establishment of our socialist market economy and the coming of knowledge economy need the
support of high-quality talented persons. In order to change the situation of “a large population
with poor quality”, we must explore a way to tap man resources, which is suitable to China's
reality and is the key to promote China's development of productive forces.
