摘要
用专家访谈与逻辑归纳等方法,基于市场的局限性、体育产业发展阶段与经济环境的特点,分析得出政府体育主管部门不仅可以而且完全有必要介入体育产业的管理中。并通过对体育产业主管部门与从业者的调查,借鉴其他产业主管部门的定位,并结合体育产业自身特点,进一步得出主管部门对体育产业的介入主要应集中在市场失灵的领域,即公共领域、非竞争领域和宏观领域;政府体育主管部门管理的基本定位应是规划与调控、培育与监管、协调与服务。
Based on the market limitation and the development stage for sports industry and the character of economic environment, this paper employs expert interview and logical induction to research the issue. The conclusion is drawn that governmental departments responsible for sports management should and must be involved in sports industrial management. Through surveying the departments responsible for sports industry and practitioners in this industry, referring to the positioning of departments responsible for else industries and considering the character of sports industry, this paper concludes that the involvement should be centered on the such fields as the public field, non - competitive filed and macro field where the market cannot function.
