摘要
为建立科学、合理、公平且可行的两部制水价,为跨流域水利供水工程收费模式的制定提供理论指导与方法支持,对关键参数基本水量的各种确定方法进行了系统阐述,对其优缺点进行了对比分析,提出应将财务盈亏平衡点法和图解与试算法结合使用,确定基本水量。
In order to establish scientific,rational,fair and feasible two-part water price model,and to provide theories and methodology guidance to the establishment of water fee pattern in the inter-area water supply projects,the various methods to calculate the basic water volume were systematically discussed.Their advantages and disadvantages were analyzed and compared.A conclusion is drawn that the financial break-even point method should combined with the diagram and trial method to determine the basic water volume.
