During the Cold War, Soviet Union and United States competed hard for the supports from international public opinion. As the counter back to Soviet "peaceful offensive", Eisenhower administration tried hard to maximize the psychological impact of U.S. foreign policy by establishing the United States Information Agency to integrate American foreign information and culture exchange activities. In order to realize the most important theme of USIA' propaganda, to "praise capitalist systems", Eisenhower administration launched two campaign, "People's capitalism" and "People to People relationship", to mobilize the whole American people joining the cold war propaganda.
