摘要
招投标监管存在问题的主要原因是招投标法律不完善、与实践招标活动不匹配、招投标监管制度设计不合理。提高监管效果,必须不断完善招投标法律,创新招投标评标与运作模式,在监管机构设置、监管内容明确、监管手段创新、建立招标人与投标人"双向保证金"等方面,进行重新设计。
