摘要
为解决节水灌溉发展中出现的问题，保证其健康发展，在《中国灌溉农业节水规划》研究基础上，提出了关于节水灌溉的三个体系：技术体系、标准体系和效益体系，供节水灌溉发展决策时参考。
In order to solve the problens in the development of water saving irrigation and to ensme it developing healthly, based on the study of glanning of Irrigation Wate Saving Agricultrue, this paper puts forward the fore systems: techniqu, standard, and benefit for water saving irtigation.They can be used for reference in decision making in the developmnt of waer saving inigaton.
