摘要
人口老龄化是人类社会发展的大趋势,也是世界各国面临的巨大挑战。由此,如何应对老龄化产生的老年风险是需要研究的重要课题。应当通过建立老年风险的主动防御机制、多层级化解机制和内在适应机制,走以"健康、参与和保障"为标志的"积极老龄化"之路,化老年风险为发展机遇,实现养老保障事业的持续健康发展。
The aging of population is a strong trend of human society, which is also a big challenge to nations all over the world. Therefore, it is important to conduct research on how to solve the risk caused by aging process. An initiative defending mechanism, a multi-level dissolution mechanism and an internal adjustment mechanism should be set up. An active aging process characterized by ＂health, participation and security＂ should be formed to turn aging risks into developing opportunities, and to realize sustainable and healthy development of social security system.
