摘要
近年来随着数据库的广泛使用,过量下载问题随之而来。虽然目前业界并没有对过量下载作出明确的界定,但过量下载问题会对学校声誉造成不良影响,对学校的经费造成极大浪费,对数据库正常使用造成影响。图书馆作为中介机构,也要承担保护知识产权的重任,利用技术手段防止过量下载,培养用户的知识产权意识,与数据库商建立有效的沟通机制,加大处罚力度以引起读者重视,进一步加强数字资源共享。
As databases are more and more popular in recent years,there are more problems in database over-download.There is no clear definition about database over-download,but database over-download smirches the university＇s reputation,wastes university＇s funds,and restricts the users＇ normal utilization.As intermediary organizations between users and database suppliers,libraries must protect intellectual property right,prevent database over-download through technology methods,cultivate users＇ awareness to intellectual property right,build the effective communication mechanism with database suppliers,severely punish those who violate disciplines in order to strengthen users＇ attention,and strengthen digital resources sharing.
