摘要
以广州城市改造问题为切入点,分析得出不论是政府改造模式、市场改造模式还是混合改造模式,都存在治理困境:政府改造模式导致"角色"错位,市场改造模式导致公共利益受损,混合改造模式导致成本外溢。上述传统的改造模式由于没有将改造成本内部化,政府或市场行为都会产生负外部性,因此,需要寻找可持续发展的城市更新治理模式。尝试提出利益共同体模式,这种模式能区分行动者的不同角色,以产权为纽带、以外部成本内部化为基础,通过合约安排使政府、开发商和原住地居民组成利益共享、风险共担的共同体,使城市更新成为一个兼顾公共利益和私人利益的社区集体行为。新的治理模式符合以人为本的科学发展理念,是我国城市更新的理性选择。
Looking into the experience in the urban renewal of Guangzhou,it is found that the governance dilemma exists in all of the three models:government reform model,market transformation model and mixed transformation model.Government reform model leads to role dislocation,market transformation model results in damage to public interest,and mixed transformation model causes the spillover of costs.Because the transformation cost is not internalized in traditional transformation mode,both government behavior and market behavior will produce negative externality.Therefore,the study purpose of this article is to seek an urban renewal model for city’s sustainable development.The Model of Interests’ Community is proposed here.The new model can distinguish between the different roles of actors.It takes property rights as a link,internalization of external costs as a basis,and by means of contractual arrangements,it makes the government,developers and indigenous residents constitute a benefit-sharing and risk-sharing community,and makes urban renewal be a community collective action which takes into account both public interests and private interests.The new model of governance complies with the people-oriented scientific development concept,and is a rational choice of urban renewal in China.
