摘要
通过对资源枯竭型城市白银市在工业固体废弃物回收利用方面的现状分析发现存在诸多问题,如对固体废弃物回收利用工作重视不够、激励和引导固体废弃物回收利用产业发展的政策不健全、技术体系不完备等。基于循环经济"减量化、再利用、再循环"三原则理念,提出建设资源枯竭型城市工业固体废弃物回收利用体系的一系列措施:提高工业固体废弃物的循环利用效率;完善固体废弃物分类回收系统;开发引进固体废弃物回收利用的高新技术;完善垃圾处理收费及管理制度等。
Based on the analysis about the current status of industrial solid waste recycling in a resource-exhausted city,Baiyin,this paper demonstrated some problems in waste recycling,such as insufficient attention on recycling,ineffective stimulating policies and lacking of technological system.According to the 3R rules of circular economy,this paper raised some solutions to these problems,including increasing the recycling rate of industrial solid waste,fulfilling the sorting and recycling system,developing and introducing in proper reuse technologies,and implementing the disposal charges and management.
