摘要
目的初步了解男男性行为人群(MSM)组织参与艾滋病防治活动的现状、存在的问题和挑战,并提出相关建议。方法运用问卷调查和个人深入访谈的方法 ,对MSM组织进行调查,并对疾病预防控制机构的工作人员进行了个人深入访谈。结果组织活动经费主要来源是政府相关部门,占54.5%,以疾控机构为主(51.2%);其次是来自国际合作项目,占71.8%,以全球基金项目为主(47.1%)。69.4%的组织的筹资渠道在2种及以下。主要的活动类别多样,内容丰富,但是还处于初级阶段,规模有限。主要存在资金缺乏、缺乏合法身份、组织自身能力有限、干预效果欠佳、覆盖面有限、缺少政策和知识技术支持等问题。结论 MSM组织还需要提高自身工作能力,扩大干预的覆盖面,提高干预的质量和效果,同时政府相关部门加强资金和技术的支持,促进MSM组织更好地参与到艾滋病防治工作中来。
Objective To understand current situation of the involvement of organizations of men who have sex with men（MSM organizations）in China＇s AIDS prevention and control activities and to identify problems faced through a preliminary survey,so as to provide suggestions for the future work. Methods Questionnaire survey and personal in-depth interviews were conducted among the MSM organizations and the staff of the CDC institutions. Results MSM organizations＇ primary fund was from government departments concerned,accounting for 54.5%,of which that from CDC institutions accounted for 51.2%; the other source of substantial funds was from international cooperative projects accounting for 71.8%,of which 47.1% was from the AIDS Global Fund ; 69.4%of the fund was channeled from no more than two sources. The activities were diversified and abundant in contents,but still were of small scale and at an early stages. The main problems were ：limited funds,lack of legal status,poorer self capacity,ineffective interventions,insufficient coverage of the activities,shortage of policy,knowledge and technical support. Conclusions MSM organizations need to build up their own capacity,to improve quality and effectiveness of the interventions they have adopted,and to expand the coverage of interventions; meanwhile,policy support,funding and technical support should be strengthened so as to promote MSM organizations to take an active participation in AIDS prevention and control.
