摘要
服务型政府建设是多方主体"双向互动"的过程。在这一过程中,政府以及各个市场主体、社会主体共同参与公共服务方式创新。各个主体创造了行政审批一表制、告知承诺制、超时默许、社区公共服务平台、政务超市、公共服务民营化、教育券制度、新型居家养老服务、公众自服务等十多种具有本土特色的公共服务供给方式。
The construction of service -oriented government is a "mutual interaction" process in which many bodies participate. And in this process, governments, enterprises and social organizations jointly participate in the innovation of public service. In re- cent years,they have created more than ten categories of public service patterns with local characteristics, such as overtime acquiescence, community public service platform, specially permitted operation, public service privatization, education voucher, new home care service, resident service for self and so on.
