摘要
在西方行政学的发展史上,单向度的管理主义一直居于行政实践的主流位置。然而,在三大公共运动中,这种效率至上的思维遇到了前所未有的挑战,价值因素逐渐从边缘地带走向中心位置,公共行政的管理目标也因此由一个"E"(效率)转向两个"E"(效率与伦理)。行政伦理的生成与半个世纪的行政实践证明,西方行政伦理建设呈现出以下的"伦理管理化"的特征:管理原则上的立法导向性、管理机构上的组织化路径、制衡机制上的多元监督性与理论研究上的学术依托性。
In the development history of western administration,the one-dimensional managerialism has always been in the main position of administrative practice.However,in the three major public campaigns,this efficiency-oriented thought encountered unprecedented challenges and the value factors gradually shifted from the periphery toward the center.As a result,the management objective of public administration began to transit from one "E" to double "E".The administrative practice for half a century proved that the characteristics of the ethical management have the following trends:legislative institutionalization,organizational management,diversified supervision,and specialized theoretical study.
