摘要
新疆天山北麓石油、天然气、煤、有色金属等矿产资源储量丰富,奎屯"金三角"地区大型石油化工基地、准东煤电、煤化工基地和以乌鲁木齐为中心的"天山北坡经济带"等均分布在该区域内,是新疆经济发展的龙头。GDP占全疆的56%,水资源却仅占全疆的11%,是严重的资源性缺水地区。目前经济社会发展,很大程度是靠超采地下水和挤占生态用水来维系的,水资源的"瓶颈"制约已成为普遍关注的焦点问题。近年来,围绕解决这一地区资源性缺水问题,跨流域供水工程相继建成或被提到议事日程,由此,受水区的水资源配置问题又成为普遍关注的热点问题。因此,通过分析预测天山北麓水资源供需发展趋势,对当地水资源及其可利用量、地下水超采情况、农业节水措施与潜力、生态环境保护目标及需水量等深入研究,结合外流域可调入的水量和社会经济发展布局,系统地提出了区域水资源合理配置及重点工程规划,这对天山北坡经济带生态环境保护和经济可持续发展具有重要意义。
The area in the north of the Tianshan Mountains is rich in mineral resources of oil,natural gas,coal,nonferrous metal and etc.In it,large-scale Oil Chemistry Industry Base of Gold-triangle Zone in Kuitun City,Industry Base of Coal-electricity Coal-chemistry in the east of Jungar Basin and Economical Belt in the north slope of the Tianshan Mountains which Urumqi is in the centre play leading roles in the economical development of Xinjiang.Its GDP accounts for 56% of that of Xinjiang while its water resources only account for 11% of the total water resources of Xinjiang.The area is an area of severe water shortage.Water resources,being bottle neck,has become generally hot topic.Current resolving of water resources shortage and works of water regulated from the other basin are proposed for agenda.As a result,water resources allocation of water-receiving area again becomes a hot topic generally.Basing on domestic economic development index in the north slope of the Tianshan Mountains,the paper analyses and forecasts that the total water resources demand for industry,agriculture,domestic and rural living is 12.227 billion cube meter.Comparing combination of available surface water of 7.038 02 billion cube meter and available explored ground water of 2.162 billion cube meter with water demand of 12.227 billion cube meter,the difference is 3.02863 billion cube meter.It thinks that current development of economy and society mostly depends on over-explored groundwater and occupies water to ecological environment.Local water resources can not support local development.Researching on local water resources and their available quantity,situation of over-explored groundwater,measures and its potential capacity of agricultural water-saving techniques,target of ecological environment protection,water demand and combining with water quantity regulated from the other basin and development layout of society and economy,it systematically proposes their rational principles of water resources allocation: saving water at first and then delivery water;treatment of pollution at first and then delivery water;water in higher elevation to area of higher elevation,water in lower elevation to area of lower elevation,and their frame structure combined with their key engineering layout.Its related research is significant to sustainable development and environment protection of Economical Belt in the north slope of the Tianshan Mountains.
