摘要
近年来,我国偷渡案件有了新的变化和特点,偷渡案件总体下降,偷渡的形式和手段上由传统型向科技型、智能型、低成本转变。通过对我国南方、北方边境和沿海地区偷渡案件的调研,当前偷渡案件侦查面临的问题主要有:侦查周期长,成本高,取证难,法律上认定有争议,国际合作有待进一步加强等。针对当前偷渡案件的特点和侦讯中的问题,偷渡案件主要侦讯对策应以技术侦查为主,明确讯问重点,全面搜集证据、构建证据体系。
In recent years, there is a new change and some feature about Sneak - cases in China, such as decreasing of Sneak - cases in general, changing from traditional types to new ways with the natures of science and technology, intelligence, and lower cost. There are some problems concerning cases in investigation and analysis on sneak - cases in present through investigating and study the sneak - cases in coastal areas of south and those in border areas of north, among them, such as follows ： longer investigation, higher cost, hard to get evidence and not easy to determine the nature of crime - act in law, and need to enhance the cooperation of nations so on. So some ways that technology investigation in main, specific and key questions clearly, collection of evidence completely, should be taken in investigation and analysis on sneak -cases in present.
