摘要
政府绩效评价是国内外公共管理学界的一个热点和难点问题。国内学者对政府绩效评价的研究始于20世纪80年代,实践探索始于1993年山西运城地区行署的"新效率工作法"。采用文献研究法回顾我国政府绩效评价的演变过程,梳理理论研究的概况,总结评价实践的各种模式,以全面把握国内政府绩效评价发展的全貌和基本趋势,为学术界下一步的理论研究和各级政府及其部门开展评价实践提供参考。
Government Performance Evaluation is management all over the world. Chinese scholars a hotspot and difficult issue in the field of public began to analyze the government performance evaluation during the 1980s. The first practical action "New Effect Working Method" began in the area of Yuncheng 1993. This paper used the literature review analysis to review the evolvement procedure of government performance evaluation in China, arranged the general knowledge of theory analysis, summarized the model of different practical actions, in order to keep a comprehensive vision to handle the full view and tendency of performance evaluation of government's development, provided a deeper theory analysis for academic field and the direction for the practical action of the all levels in government and the different sections.
