摘要
地价是市场经济价格体系的核心,而地权市场发展滞后导致的要素价格扭曲是我国目前粗放型经济增长模式不断得以复制的主要原因。在国有土地垄断性的征地模式下,地方政府引资竞争所形成"囚徒困境"导致地价低于均衡价格。集体建设用地获得资产性地权有助于消除城乡土地价格的双轨制及完善土地价格发现机制,最终实现经济的可持续发展和宏观经济的内外均衡。
The land price institution plays a fundamental role in the total price system.The lagging development of land transaction market results in the distortion of elements prices,which are the main reason of the Chinese extensive economic growth mode.The monopoly of state-owned land market no doubt results in and strengthen extensive and unsustainable economy development pattern.If the collective-owned land transfer can be permitted to enter the land market of city by institution innovation of land transaction,it can effectively optimize the structure of demand of rural and urban land and achieves the new combination of elements that help to decrease the risk of transfer of land out of original system.Moreover,that can save more land and improve the efficiency of resource use.
