摘要
高校进行人事制度改革是高校事业发展的需要。为了加速事业的发展,高校所实施的人事制度改革在指导思想上应以人为本,并以有利于调动和激励人的积极性作为出发点。在干部管理制度改革上把从身份管理向岗位管理的转变作为高校实施人事制度改革的切入点。在分配制度的改革上把从职务工资转到岗位绩效工资作为实施人事制度改革的着力点。把建立一个客观公平的考核机制和激励机制作为实施人事制度改革的关节点,以使改革达到一定的广度和深度。
In order to develop higher education, it is necessary to make reform in the personnel system of institutions of higher learning. And to quicken the development, the guiding principle of the reform should be people-oriented and its starting point should be mobilizing their initiative. Therefore, shift from identity management to post management should be the breakthrough point in the reform of the leadership management system; change from post-based pay to performance-based pay should be the acting point in the reform of the distribution system; and establishment of a fair and objective evaluation system and incentive mechanism should be the key point in the personnel system reform so as to ensure the desirable depth and breadth of the reform.
