2009年欧洲天然气市场需求出现下滑,俄罗斯与土库曼斯坦之间的伙伴关系也随之急剧降温。2009年俄罗斯天然气工业股份公司(Gazprom)仅从土库曼斯坦进口了95亿立方米天然气,而不是合同规定的410亿立方米。2010年伊始,Gazprom决定将土库曼斯坦天然气的采购量降到2002年的水平,原本计划实施的天然气管道项目也推迟启动。尽管如此,土库曼斯坦巨大的天然气资源让Gazprom无法忽视。随着中亚—中国天然气管道竣工投产、土库曼斯坦—伊朗天然气管道二线开工建设以及欧盟力主实施的"纳布科"项目的积极推进,土库曼斯坦天然气成为多方争抢的对象,在国际市场上与俄罗斯天然气渐呈竞争之势。"纳布科"管道的未来将牵动俄土两国的关系走向,但是作为竞争中的合作伙伴,土库曼斯坦和俄罗斯都将在世界天然气市场上扮演重要的角色。
The market demand for natural gas in Europe saw a decline in 2009, while the partnership between Russia and Turkmenistan cooled down sharply. In 2009 Russia' s Gazprom imported only 9.5 billion cubic meters of natural gas from Turkmenistan instead of the 41 billion cubic meters stipulated in their contract. At the beginning of 2010 Gazprom decided to decrease the purchase quantity from Turkmenistan to the 2002 level and postpone launch of a planned natural gas pipeline project. Despite this, Turkmenistan' s huge natural gas resources are impossible for Gazprom to ignore. With completion and operation of the Central Asia-China natural gas pipeline, construction of the Turkmenistan-Iran natural gas pipe line II, and active progress on the Nabucco project promoted by the EU, Turkmenistan' s natural gas is sought by multiple parties in competition with Russian gas. Therefore the future of the Nabucco pipeline ultimately depends on the state of relations between Turkmenistan and Russia. As thus partners in competition, both Turkmenistan and Russia will play an important role in the world' s natural gas market.
