摘要
长沙市耕地占有量呈下降趋势,人地矛盾突出,耕地后备资源不足,特别是基本农田保护率过高限制了建设用地的空间扩展。政府应加强以土地用途管制为核心的耕地保护管理,完善基本农田保护制度,以保障全市经济、社会的持续快速健康发展。
Bases the analysis of the present and variation of cultivated land and prime farmland,and the problems and reasons existing in it＇s protection in Changsha.For feasibly effective protection of it,and guarantee the whole city economic and sustainable quickly healthy development of society provide scientific basis.
