摘要
人是社会发展的主体,社会发展的目的是满足人的需求,人的需求由低到高可以分为五个层次,个体在不同阶段有不同的需求,不同群体亦有不同的需求,而人类作为一个整体,又有着相近的需求。从社会保障的属性来看,满足人的需求是社会保障制度产生和发展的根本动机,人的需求层次决定着社会保障的结构与水平,从满足人们基本生存需求的非制度化的慈善救济,到基于满足人们生理、安全生存权的保障制度,再到基于满足人们社交、尊重和自我实现的个人发展权需求的保障制度,社会保障的发展经历了两个阶段,包括了三个层次。人的需求发展也推动着社会保障制度的完善,而社会保障制度则要不断丰富人的不变需求,持续发展人的阶段变化需求,日益完善人的持续变化需求,最后实现人的自由全面的发展。
People are the principal part in social development, and the main goal of social development is to meet human＇ needs. Human＇s needs from low to high can be divided into five levels, and both individuals and groups at different stages have different needs, and human as a whole may have similar needs. From the view of social security＇ s attributes, to meet human＇ s needs is the fundamental motive of the emergence and development of social security system, and human＇ s demand level for social security determines social security＇ s structure and level. The development of social security can be divided into two stages including three levels ： non-institutionalized charity to satisfy people＇ s basic needs for survival, social security system based on the people＇ s physical, survival needs, security system to meet people＇ s respect and personal development needs. The development of human＇ s needs will promote the social security system, and the social security system will constantly enrich human＇ s invariable needs, and continually develop human＇ s changed needs, and meet people＇ s sustained improvement demands and finally realize the full freedom development.
