摘要
协作性公共管理是西方公共行政研究中逐渐呈现出的理论内核。作为一种研究组织间关系管理理论,协作性公共管理的理论基础来源于资源依赖理论、政府间管理和网络理论。目前学者们对协作性公共管理的研究重心集中在协作的结构、过程、协作关系的领导以及参与者四个方面。协作性公共管理的未来发展需要解决协作中的权力影响、责任问题并认识到协作并非一定是有益的。
Collaborative Public Management is an emerging theoretical core in Western transboundary researches. This article introduces the rise of Collaborative Public Management, and argues that as a theory dealing with management of the interorganizational level, its theoretical origin comes from resource dependence theory, intergovernmental management and net work theory. The current research on Collaborative Public Management focuses on the structure, process, leadership and participants of collaboration. What kind of challenge will Collaborative Public Management raise to traditional management? What kind of challenge it faces? The author comments on these two questions in the latter part of the article.
