摘要
本文通过利用《中国高科技产业统计年鉴》(2002~2007年)中5个行业的28个子行业的1995—2006年的相关数据考察R&D人力资本、R&D的支出费用和的FDI外溢效应对中国高科技产业的技术进步的影响。通过动态面板回归实证分析发现技术进步[以生产率指数(TFP)、技术变化指数(TECH)和技术效率变化指数(EFF)作为测量指标]是向均衡稳态收敛的。但FDI没有促进生产率、技术变化和技术效率变化.进一步分析发现FDI的外溢效应存在门槛效应,即FDI的外溢效应需要一定的人力资本的积累.当前人力资本的积累还没有达到这个阀值。因此中国高技术产业的技术进步不能通过FDI溢出效应实现。当区分行业中不同的产权组织形式后,这一结论也仍然成立。
Using the panel data set of 28 sub-industries from 5 industries between 1995 to 2006 in China Statistics Yearbook on High Technology Industry(Year 2002 and Year 2007),this paper examines the human capital accumulation,the R&D expenditure and the FDI externality effect on the productivity improvement of Chinese high-tech industries.Our dynamic panel data model empirical results suggest that the technological progress(measured by TFP,TECH and EFF) has perfect convergence.However,FDI doesn't increase TFP,TECH and EFF.Further studying suggests FDI externality effect needs certain level human capital accumulation(threshold effect) which has not developed enough to make FDI create obvious spillover effects to improve Chinese high-tech industries' technological progress nowadays.When we distinguish the ownership structure in the industries,the empirical results also support this finding.
