摘要
建好区域科技基础条件平台,其结构设计尤为重要。从区域科技基础条件平台作为科技发展环境、动态开放系统以及与国家科技基础条件平台体系实现对接的角度,分析了区域科技基础条件平台体系的结构设计优化依据;通过考察湖南省科技基础条件平台体系的结构设计,发现其存在理论或概念上各平台之间逻辑关系不清晰、将名义或概念性构架的平台大类和子类或一级平台作为实质或实体投资建设等两大问题;并在遵循有关原则的基础上,提出了相应的优化对策。
To build the basic condition platform of regional science and technology well,its structure design is particularly important.From the point of view of taking the basic condition platform of regional science and technology as science and technology development environment and dynamic open system,as well as joining the basic condition platform system of national science and technology,this paper analyze the structural design optimization basis of the basic condition platform of regional science and technology.Through investigating the structural design of basic condition platform system of science and technology in Hunan,two major problems were found：The one was that the logical relationship was not clear between various platforms in theories or concepts,the other was that the platform categories and sub-categories or first-level platform of the nominal or conceptual framework was regarded as the real or entity investment construction.On the basis of following the relevant principles,some corresponding optimization countermeasures were proposed.
