摘要
长株潭综合配套改革试验区作为国家综合配套改革试验区之一,其关键在于制度创新,而制度创新就必然要求立法保障。故授权立法是长株潭综合配套改革试验区的现实需要。综合配套改革实验区授权立法应特别注意授权立法的主体、范围、程序、监督以及授权立法与上位法的关系。
As one of the national comprehensive reform experimental districts, Changsha - Zhuzhou - Xiangtan comprehensive reform experimental district should adhere to the system innovation, while the system innovation has the inevitable demand for legislation safeguard. Thus, it is of realistic necessity to enable legislation in Changsha -Zhuzhou -Xiangtan comprehensive reform experimental district. For this, we should pay special attention to the subject, scope, procedure and supervision of enabling legislation, and to the relationship between enabling legislation and the higher rank law.
