摘要
经济与生态整合发展,就是要将经济发展与生态环境建设相互配合、相互协调,相互促进,形成统一的"经济—生态"整体系统的动态过程。广西北部湾经济区生态环境总体良好,但也面临台风、地震等自然灾害的威胁;生物多样性、海洋生态系统受到不同程度的破坏;自然资源供给压力大等问题。随着经济区开放开发步伐的加快,其对生态环境的压力也日趋加大。要破解经济区经济发展与环境保护的难题,需要用整合的方法和思路,实现经济区港口通道建设、产业发展、空间发展与生态环境建设相整合;加强区域政府间合作与协调,共同建设生态环境。
The integrated development of economy and eco-environment is a dynamic process, in which economic growth is coordinated with improvement of the ecological environment as a whole. Beibu Gulf Economic Zone of Guangxi generally enjoys advantageous ecological environment, but it also suffers from natural disasters such as typhoons and earthquakes; the biological diversity and the ocean ecosystem of the Zone have been more or less damaged; the Zone is under increasing pressure to obtain adequate natural re- sources. With the acceleration of the Zone＇s opening and development, the Zone＇s eco-environment tends to deteriorate. The solution to such problems consists in integrating, through the cooperation and coordina- tion between the governments of the Zone, the four projects of the Zone, namely, the construction of the harbor gateway, the industrial development, the spatial expansion, and the eco-environmental protection.
