摘要
以中国大陆的31个省份工业部门在1998—2007年的面板数据为基础,利用数据包络分析方法测度出全要素生产率及技术进步、纯效率的改善和规模经济这三个分解变量,重点考察了衡量工业部门创新能力的指标——技术进步。研究结果表明:①我国大陆各省区工业部门的生产率水平在样本年间有所增长,并且这种增长主要是由技术进步引致的,相对于较高的技术进步来说,工业部门对新技术的利用程度较低,远未达到最优的生产可能性边界;②各省区的工业部门的技术进步率总体上呈现倒"U"型趋势;③某一省份工业部门的技术进步速度和该省份的经济水平并不一定拟合。因此,政府应当在信息技术为主导产业出现技术进步率下降的背景下,及时发展新的支柱产业,平稳推进新的经济增长点,同时,还应当提高企业对新技术的利用程度。
Based on the panel data of 31 provinces in China's industrial sectors from 1998-2007, this paper measures the total factor productivity and its decomposed variable including,technical progress, pure improvement of efficiency and the economy of scale by applying DEA method, and emphasizes on the measuring index of industrial sectors' technology innovation ability-technical progress. And the resuits show that: (1)the industrial sectors' productivity in each province of China all increased to some extent during the sample period, moreover, such increase was caused by technical progress, compared to relatively higher technical progress, utilization of new technology was low by industrial department ,which was far from the optimum production possibilities frontier; (2)the rate of industrial sectors' technical progress in China's provinces showed inverted "U" type trend generally; (3)the rate of industrial sectors' technical progress of a certain province was not always accordance with such province's economic level. Therefore, the government should develop new pillar industries under the background of the decrease of some industries which were dominated by information technology timely to advance the new economic growth point Smoothly; meanwhile, the government should improve the degree of utilization of new technology.
