摘要
近年来,地方政府广泛开展的"万人评议政府"活动,标示着政府绩效考评模式的创新和转型。杭州的政府绩效考评模式为相关研究提供了一个典型样本,可以通过杭州案例,从发展连续谱的视角来对"公众参与式"绩效评价的产生原因、演进过程进行深度阐释,发掘这一新模式与以往"压力型考核"模式的内在逻辑关系,评析各自的功能与局限,探讨模式转型中的信息困境、路径依赖、"谁来监控监督者"等重要问题,进而提出对策建议。
In recent years,local governments began to hold 'People Measuring Government',which means the innovation and transformation of government performance appraisal.Hangzhou model of government performance appraisal is a typical case,so this article chooses the case of Hangzhou as foundation and analyzes the origin and evolution of participatory performance appraisal with perspective of continuous spectrum.Then it tries to grasp the development logic between pressurized assessment and participatory government appraisal,summarizes their main performance and limitations,and discusses the problem of asymmetric information,path dependence,'who supervises supervisor?' and so on.In addition,it also comes up with some countermeasures.
