摘要
农民用水户协会由于缺乏各级政府部门的政策支持，在发展中遇到了各种阻力，加上农民自身素质不高，法制观念薄弱，这些都成为制约用水户协会深层次发展的外部因素，对这些影响因素进行探讨，得出用水户协会的健康发展离不开政府部门的政策和资金支持．同时，对协会管理人员进行技术培训，对广大用水户宣传政策，才能保证用水户协会这一管理模式持续健康发展。
Due to the lack of policy supports at all levels of governments, the water users associations （WUAs） encountered a variety of resistance. The facts that farmers own quality is not high and the legal system is weak have become the external factors to restrict the in-depth development of WUAs. After the discussion of these factors, we have gotten that the inseparable financial supports and policies from governments and technical training to the management personnel, and publicizing the policy to the majority of water users can ensue the sustained and healthy development of WUAs.
