摘要
最近西方国家在碳关税问题上动作频频,国际上征收碳关税的可能性极大,此举会对以中国为首的发展中国家的出口贸易构成严峻的挑战。本文在深层次剖析碳关税本质的基础上,遵循公平公正的原则就当前主要的碳排放衡量指标进行综合评价,并在此基础上拟定碳关税的征收标准,最后在碳关税的背景下,提出中国等发展中国家应通过技术创新、调整产业结构、开发新能源等措施加速国内经济向低碳化深入发展。
The western countries have been acting frequently on carbon tariffs recently, and the possibility is quite big to impose carbon tariffs globally, which would constitute a serious challenge for the exports of developing countries led by China. This paper made an in-depth analysis on the nature of carbon tariffs, and conducted a comprehensive evaluation of the main measurement of carbon emissions at present based on the principle of fairness and justice with the aim to formulate the levy standards of carbon tariffs. Finally, based on the above analysis, the paper suggested that China and other developing coun- tries should accelerate their efforts in developing a low carbon economy through technology innovation, industrial reconstruction and new energy development in the context of carbon tariffs.
