摘要
在历史上持续出现的社会运动中,以军事效仿为代表的国家学习行为是人类社会演进的重要动力。国家实行军事效仿战略的原因不仅取决于一国在体系中的外部安全压力,也取决于国内的统治压力。军事效仿的规模、速度和程度与一个国家精英集团和国家制度能力的特性密切相关:一国内部新精英集团的力量越强大,其军事效仿的规模、速度和程度越大;一国内部国家制度能力越强,其军事效仿的规模、速度和程度越大。因此,就理论和现实来说,国家的军事效仿战略必须有卓越的领导人和强大的国家制度来保证,这是实行军事效仿战略的重要条件。
As a continuous social movement in history,a state’s learning behavior,especially military emulation,is an important dynamic for the evolution of human society.The article argues that a state carries out the military emulation strategy not only because of its external security pressures in the international systems,but also because of its internal governance crisis.The speed and scale of military emulation are closely related with a state’s new elite group and its [CS]institutional capacity[CS].The stronger the new elite group and institutional capacity,the faster and broader the state’s military emulation.Therefore,both theoretically and practically,a state’s military emulation must be ensured by critical prerequisites of outstanding leaders and powerful institutional capacity.
