摘要
制度不仅是影响科技资源配置方式的重要变量,而且是决定科技资源配置效率的关键因素。本文把制度因素引入对科技资源配置研究的理论框架,分析了建国以来我国科技资源配置的制度变迁历程,揭示了我国科技资源配置制度变迁的基本特征,提出了新时期科技资源配置制度创新的基本方向。
Institution is not only the important variable influencing the mode of S＆T resources allocation, but also is the key to decide the efficiency of S＆T resources allocation. This paper identifies the institution as a variable in the research framework of S＆T resources allocation, analyzes the history of institutional evolution of S＆T resources allocation in China, reveals the basic characteristic of institutional evolution of S＆T resources al- location, and puts forward the direction of institutional evolution of S＆T resources allocation.
